Subject: President's Avard for Distinguished Federal Civilian Service

The President, by Executive Order 10,717, established the
President's Award for Distringuiehed Federal Civilian Service. The
Order also creates a Board of five members appointed by the President
to advise him in the selection of persons to whom the award shall be
made. The Honorable James P, Mitchell has been designated Chairman
of the Board. The other four members are Dr. Alan T. Waterman,
Director, National Science Foundation: Mr. Louis J. Hector, Menber,
Civil Aeronautics Board; Mr. William P. Rogers, Deputy Attorney General;
and Mr. Percival Brugdage, Director, Bureau of the Budget. The President
designated Mr. Harris Ellsworth, Chairman of the Civil Service Commission,
as xecutive Secretary of the Board.
Attached are instructions for submitting nominations for
this honorary Award which will recognize distinguished service by
civilian officers and employees of the Federal Government. The
Executive Order provides that not more than five averds shall be made
in any one year. Nominations for the award are to be made
by the heads of the departments and agencies. They represent the
highest honor available to civilian career employees of the Federal
Governrent.
