By letter dated October 18, 1950, Prestdent Louwage was
adutsed that since the FBI had terminated tta membership in the
ICPC, we would in the future handle inveut*gations, fingerprint
searches, and wanted notices upon receipt of a direct request from
the International Exchange representative tn the interested foreign
country. It was suggested in this letter that the Comnisston might
destre to advise members that they should comnuntcate directly with
the Bureau in the cases nenttoned,.
Under date of November 4, 1950, ICPC headquarters at
Parts forwarded a request for investigation concerning

which request originated with the ¢ authorities.
ICPC headquarters was advised by wire dated November &,
1950, that in view of the change in procedure indicated in our etter
of October 18, 1950, they might desire to request the MQR¥ authorities
to communicate directly with use
RECOMMENDATIONS $
Il. That ail member countries of the ICPC be notified
direct that the Bureau is terainating membership in the ICPC as of
December 31, 1950, and that tn the future all requests for
investigations, fingerprint searches and wanted nottces should be
handled by direct contact with the Bureau through the_International
Exchange representative in their respective countrtes.
If approved, there t3 a sample letter attached which will
be sent to all members.
2. That the ICPC headquarters at Parts be advised that
we are notifying all members of the termination of our membership
and the change in the | procedure jor requesting assistance from the
Bureaue
If approved, the attached letter will be sent.
