notified other countries that the FBI has terminated Oandy
membership in the organization and doea not plan to do 80 _e_—
until after the Executive Comnittee meeting next month, It waa also
indicated that pursuant to the rules of the Commission, ICPC member
countries now route requests for investigations tn the Untted States
through ICPC headquarters, and the ICPC destres that the Bureau
continue to handle such requests until other countries have been
advised of the change in procedure. Mr. West has been assured by
Jean Nepote, Assistant Secretary General of the Gomatsston, that suc
notification would be gtven prior to December 31, 1950, when our
membership ceases. Ur. Fest recommended tn this” cablegram that the
Bureau handle the tnvestigatton concerning coda Siininainspapccdl which was
made through ICPC headquarters by the @aOQRQayOGaSEGEE, authoritics,
since the Bureau is still technically a member of ICPC. He also
recommended that ICPC headquarters be requested to tmmediately notify
member countries of the procedure whereby tn the future requests for
investigations should be sent direct to the Bureau by the interested
country. The Director commented "Shouldn't we consider notifying all
members direct. H."”

You wtll recall that under date of July 18, 1950, a letter
was directed to Mr. F. £. Louwage, President of ICPC, advising him
that the Federal Bureau of Investigation will not renew tts membership
in the Conmission after December 31, 1950, when our present paid-up
amhoawn
member ship exzpir és. .
The Executives Conference on October 16, 1950, considered
the matter of future service to the ICPC in view of the termination
of membership as of Decenber 31, 1950. <A majority of the Conference
recomnended that service .to the ICPC be discontinued Itmmediately and
taat a notice be sent to each individual country (members of the
International Exchange which has been operated by the Bureau for many
years) adutsing them of the fact that the Bureau wili not be a member
of the ICPC as of December oi, 1950, and in the future requests jor
information, wanted notices or stop notices should be placed directly
