a a a oa ee me oe ee ee ee ee ee a At the request of Czechoslovakian police the ICPC tssued wanted notices citing laws which were Gllegedly vielated and stated that the warrant fer arrest and extradition had been issued for "having acted or not having acted in particularly dangerous circumstances and for having abducted persons and impeded the liberties of individuals. West has discuased the tssuance of these notices with Mepote of the ICPC which were ebvtously a violation of the spirit, if not the letter of tke IcP¢ Statutes. Both Duclour and Wepete adritted that they had complied with the Crech request te tssue these wanted notices because they feared that some criticism would be leveled at the Commission by the Czechs at the June Annual Assembly if they did not comply. Duclour subsequently advised West that the Cormmtssion liked to feel that it ia a "factor of equilibrium" between the East and the West. He pointed out that the Comniasion te desirous of fostering "greater understanding”™ among all law enforcement agencies and claimed that if the ICPC had refused to issue the wanted notices, the Commission would, by tte refusal, be gutity of political activities. He said if the Commission refused to publiah these notices or the Czech police, the Czech Government would robably have caused trouble for the Commission with the resultant termination of membership by Czechoslovakia, and the cther satellite countries, Bulgaria, Hungary, and Poland. Wepote expressed the eptnion that the Czech police requeated the tssucnce of these wanted notices solely to embarrass tie Commission. Duclour stated that this had been a difficult decision and that criticiem by one government er another was tnevitable. It would appear that by tesuing these wanted notices the Commission opened ttself to abuse by member agencies for political purposes. This opinion i seems to be further substantiated by the attitude taken by Duclour in giving his reasons for having granted the Czech request.
