AV ALIIGT (A) COVERAGE OF LEADS IN FOREIGN COUNTRIES ~- When hondling leads ‘tor investi- gotion in forcign countries, the following facilities should be borno ig mind: The Bureau maintains liaison representatives in Cunnds, Cuba, Mexico, Brazil, England, Frence, and Spain, who are in a position to cover both criminal and security type leads. , Criminal leads in various other countries can be covered through the International Criminal Police Commission, of which the Bureau is the dues-peying member for the United States. Thiea Organization maintains ite Bendquarters in Furis, France, and one of its principal facilities is the establishment of channela for conducting criminal inquiries in foreign countries. Leads in coumtries which are members of the ICPC can be covered by addressing the request directly to the indicated official of the ICPC member agency in the country in question. These communications should be sent confidential via air mail with a” tickler copy deeignated for the Foreign Liaison Desk. While open cable messages con be sent to any of the member agencies, it ia frequently more economical to send & cablegraphic request to the ICPC Henudquartera in Paris for relaying on to tho member agency through the ICPC radio network in Europe.
