STEINIG would not hesitate to make use of this liaison to request assistance in various surveys in which they may be interested, entree to pOliCE departments and various police records, and will undoubtedly seek assistance in carrying out their studies insofar as the Tnited States is concerned. lherefore, it is believed that a clear understanding should be had as to the extent to which this liaison is to be carried. ?nless advised to the contrary, the matter will be left as it now stands, that is, Agent Eelmont will act as a channel of transmission for information between the ICPC and the United nations Department of Social Affairs. any requests of another nature will be considered individually, depending on the request itself, and the advice of the Bureau will be sought in each instance as to the action to be taken. Ieanwhile, no commitments whatsoever have been made with the exception that Agent Belmont will act as liaison for the transmission of information between the two organizations. It is not believed that Agent Belmont should act as representative of the ICPC at the contemplated conference in view of the fact that Tr. DELIEHNEUX specifically stated that the representatives at this conference should be in a position to participate fully in the conference and to commit their individual organizations to a line of action. The Bureau say wish to take this up with the ICPC in advance to deterrrine whether a member of that organization will be available.
