P, Keay STANDARD Post me of Cis * Memorandum ¢ UNITED STATES GOVERNMENT er, TO | DATE:, November 15, 1948 wu Y SUBJECT: ~ INTERNATIONAL CRIMINAL POLICE COMMISSION Pa Tolson A letter has been received from the Legal Attache, Paris, France, CHERISH SREB ONE = % 5 which advises that at the recent General Assembly meetings of the Inter- ws quinn sae national Criminal Police Commission held at Prague in September, a sub= aes committee on narcotics was created and the Commission is now desirous of inviting the United States Narcotics Bureau to participate in the functions of this committee. The Lezal Attache further reported that the Commission is also desirous of establishing direct liaison and participation of the Secret Service in the committee on counterfeiting. In this connection the Legal Attache states the Commission has pointed out that although they are perfectly satisfied with the Bureau's services in acting as liaison with the Treasury Department they nevertheless feel that more effective cooperation and results could be Obtained by maintaining direct liaison. The Legal Attache further states that on the other hand they are not desirous of insisting on this relationship if the Bureau has any objections. It was pointed out by the Legal Attache that the Commission feels that if arranzements could be made for the Trsasury Department to participate directly in the activities of the Commission that they might be able to contribute financially to the support of the Commission. The Bureau has on previous occasions stated its objections to having Other Government agencies in the United States represented independently in the International Criminal Police Commission inasmich as such would undoubtedly create a situation whereby confusion would result and neither the Sureau nor another Government agency would be aware of the extent of this country's work with the icpc. The Bureau has further stated its position as being willing and able at all times to promptly advise other United States Government agencies of any requests received from any member of the ICPC which requestswould fall within the Jurisdiction of the other Government agency. Whiie it is realized that if the activities of the International Criminal Police Commission become more extended and complicated the Sureau will be called upon more and more to act in a liaison capacity, it is felt that such an 72 arrangement is the only solution to counteract confusion which would result from having several Government azencies represented in the Commission. In so far as ‘mt Minancial situation is concerned it is felt that the payuents being made by the Bure&u are adequate to cover the benefits which this Sovernnent is presently receiving from membership in the International Criminal Police Commission.
