Memorandum for the Director and Colonel Louwage again expressed his desire that the Bureaw participate adding that he felt the complete success of the Commission would depend largely on Bureau participations He added that if someone fram “ - the Bureau attended he would propose that that representative be elected one of the vice presidents of the Commission. A cable has been received on this date from Agent Telford in Paris to the effectthat the French delegate to the ICPC Convention had approached Colonel Ahalt, G-2 Chief in Paris, inquifing as to whether the Bureau would participate in the coming convention. He expressed a desire to consult with Agent Telford but Telford refrained from entering into this until he had heard from the Bureau. The French delegate is quoted as saying that he was extremely anxious that the Bureau take part adding that if a Bureau > representative attended he would nominate this representative as the next ‘president of the ICPC. RECOMMENDATION s . We have already advised Colonel Louwage and London that we do not \ intend to participate in this convention. I believe that many of the countries participating are still in a very confused state and that the situation with regard to police work is far from crystallized. In my opinion we should abide by our previovs decision because if the Bureau representative would attend it is apparent from what we have heard so far that he would quickly be ‘placed in a prominent position in the organization whose representatives we are not familiar with and whose ideologies and backgrounds in some cases will certainly | ba questionable. One of the prime factors behind the anxiety to have the Bureau participate in addition to using its prestige to raise the organization's | >> standing is probably to secure the $1500 anmal contribution which would be necessary.
