You will recall that on July 10, 1938; Congress appropriated a sum not to exceed $1500.00, annually to accept and maintain membership in the International Criminal Police Commission, This ancunt is still in the Bureau's appropriations. Mr. Cimperman was advised that because of the ideclogical confusion existing in the world the Bureau would not participate in this organization at this time. A letter has beam sent to Mr. Tel- ford in Paris requesting him to contact Louwage and to discreetly learn nore of the operation of this organization. Za ' CTION: It is suggested that no further action be taken on this matter pending receipt of information from Mr. Horton Telford, who was requested to contact Lieutenant Colonel Louwage and discreetly learn more of the operation of the International Criminal Police Commission.
