In re: {International Criminal Police Commission Meeting.
I am returning to you herewith the letter from Hr. Carr, .
Assistent Secretary of State. Presumably any of ‘the members
of your Advisory Committee on Crise would be eligible for nomins-
tion as delegates to attend the meeting of the Internationsl]
Criminal Police Commission referred to in kr. Carr's letter.
Just who might be willing to accept such a designation with the
understanding the. he should psy his own expenses is, of cource,
a difficult question to answer, wWiliism Draper Lewis told ms

Dean Pound is, of course, an outstanding authority, Thorsten
Sellin of the Department of Sociology of the Universit, of Pennsyl-
‘vania is an outstanding authority in this field. He was a dele-
gote to your Crime Conference in December, he is the editzur of the
Annals of the American Academy Of Politicsl and Social Sciences
and has an international reputation as a criminologist. Perhaps
Chief Slecardi might be interested in attending especially in vies
of the fact that the neeting ls featuring police work. From the
Department of Justice I would assume thet J. Edgsr Hoover would be
wost eligible appointee and probebly one who would be received with
great interest by the representatives of other countries. Chief
August Vollmer of Berkiey is perhaps regarded as the outstanding
police chief of this country by authorities in this field throughout
the world, but I am sure that be would not be able to mske the trip
because, as you Imow, he guffered a heart attack while he was in
Washington recently and I am informed that he will be living under
hospital diacipline for several months. Colonel Arthur D. Woods
of New York, Mr. Arthur Dunham of New York, dir. Bruce Smith of New
York and Mr. Leonard Harrison of the same city are oll outctanding
authorities in the police field and esch of them might appreciate
receiving # designation at your hands. /
