Charleston will be headquar-
ters for an extensive three-
month voter education workshop
series sponsored by the High-
lander Research and Education
Center this summer.

in Knoxville, Tenn,

said Mr. Browne, “Esau Jen-
kins’ voter registration program

and that grew out of the High-
lander Research Center some

how to choose candidates, study-
ing issues in an election and the
