ee KYLES HORTON, in a general conversation with the < | reporting Agent, stated that tho Highlander Folk School has obtained many - of its ideas and progressive prograns from MiRK|STaRR, Educatjonal Director of the International Labor Garment ‘Workers Union, from GEORGE y ae Nati Presicent of the american Federation of Teachers, and from JO JEYe © although it is noted in previous reports that a great tral of the finds furnished to the Highlander Folk School cone from snaiji~uated Bank of New York, which is controlled by the ILG/U, MYLES HORTON cccied that ‘there was acy Strong connection between the Highlander Folk School and the ILGW, arc | statce that, although the ILGU backed the school as did many other affiliates ef the CIO and aF of L, the school was not controlled *y any one group. HORTON further stated that at the present tine the policy of the school and fcr labor organization activity in general was to get uaximum production to aid the war effort. He further stated that in connection with this progran, the school was advocating that all labor unions as a matter of right and cuty thould organize production committees and to meet with manarenment and demand that all possible action should be taken in order to secure maximum pro- duction. HORTON stated that to a certain extent this was a reversal of the previous propran in which workers hac been urged to organize for the pro-— tection of their own rights to secure higher wages, shorter working hours, .« better working conditions, and avoid unnecessary speed-up or stretch-out progzrans on the part of the management in connection with which the right te strike was vigorously advocated. HORTON advised that, although the Hizhlander Folk School had been constantly referred to as controlled by voiwnists and to have followed the Communist Party line, every effort had been made to conduct the school strictly along lines advocated by organized igtbor, and that any correspondence between the policies advocated by the somaunist Party and those advocated by the Highlander Folk School were purely ecincidental, ° cmap oe fifa “ ay! i emiiemk ata HORTON stated that, if the present pclicy of the school were carried out to a large extent that he expected to reccive com- piaints in the future to the effect that the Highlander Folk School was ad- vucating the control of industrial plants by preduction committees composed of labor which would in fact appear that the Folk School was advocating the establishnent of manufacturing Soviets. HORTON further stated that he had tried unsuccessfully to have the Hichlander Folk School accepted as a waining ground for labor under the direction of the OCD; that recently he nai been to Vashington and spent one whole day speaking with Mr. DANIELS and “*hor nembers of the OCD in an effort to promulgate his plan, but that he had rcceived the ansver that if labor vere given representation in the OCD that “*ho~ groups such as Chanber of Commerce, american Legion, Kiwanis Club, namifacturers!' associations, etc. would demand the sane right and equal representation. HORTON further stated that in his trip to Washington he had talked with a nenber of the Department of Justice who was in the Civil Liberties Division, and had asked this person when the investigation of the “ighlander Folk School would be completed. hir.
