7. 9. All members of the “ar Council have the full resvonsi- bility for the military/political leadership of the Symbionese Liberation Army and as such must fight and speak for the people. This responsibility to the people must be understood clearly by a11 members. No member of the War Council can elect or select hin- self or herself to a position such as the head of a government or people's council; the War Council is totally an alliance of war ageinst the common enemy.e The people themselves shall heve and hold the only right to select and elect their governments and government heads of state. It is not the policy of the War Council to rip off leadership or membership from other organizations. Pather, 1t 1s the policy of the War Council to aid and support the develooment and education of leader- we ship to fulfill ite responsibility to the people, and an to allow the collective intelligence, capabilities and \! resourcefuliness of the leadership from different organ- ‘ izations and groups to flourish and grow together. ; In this way, collective strengths can overcome indivi- dual weaknesses for the mutuel benefit of 411 in the ' common struggle to liquidate the common eneny- It is the policy of the War Council not to involve 4tself in the internal political affaires or disagree- ments within different organizations or groups. With this in mind, the War Council recognizes and accepts membership on the Council of the representatives of any military/political unit, cell, group or organization that qualifies. These members shall be recognized as the true representatives of trat particular group or organization regardless of whether these members are the elected leadership of that group or organization. For it 4a the collective policy of the War Council that the failure of the elected leadership to take his or her revolutionary responsibility on the War Council shall be totally the responsibility of that elected leader and not the responsibility of the War Council. 7-15200 PF 92123 Cnee the War Council collectively agrees to a plan of action or strategy, then the resulting actions by individual cells shall be understood as actions of the Symbionese Liberation Army and not of any single group or organization.
