SA met with the Director and discussed the Hearst case. AS a result of this.discussion, the Director suggested that the FBI may take a more aggressive stand following the proposed press conference of Remiro and Little. This aggressive action would first require that the victim's father in a public statement flatly advise that he will go no further in cooperating with the Symbionese Liberation Army demands and that the FBI “knows who the kidnapers are and perhaps even name those individuals whom we are definitely certain are involved. Dieaeror Sec’y —. The Director indicated that this proposal should be discussed first with Assistant Director Gebhardt and then forwarded - to SAC Bates in San Francisco for his comments. A discussion was held regarding the proposal by Messrs. Gebhardt, Gallagher and Morrow. SAC Bates was advised of the proposal in detail on 3/15/74, at 10:30 a.m. SAC Bates indicated he would closely evaluate the proposal and telephonically advise the Director with his comments. Also on 3/15/74, at 9:50 a.m. the Director spoke with Mr. Gebhardt regarding this proposal. Mr. Gebhardt commented that the proposal indeed had merit but he was reluctant to endorse it fully at this time because of the recent developments in this case, 1.e., willingness to cooperate with , the activities and the informant Mr. Gebhardt also advised thae rancisco Office's investigation was proceeding well and it was anticipated that a break in this case would soon be forthcoming.
