Bill Van Stavoren, Director, Budget and Finance Staff, Department of
Justice, telephoned. He stated that during the Attorney General's testimony
before the House Appropriations Committee today several items came up which
would be of interest to us prior to Mr. Kelley's appearance tomorrow.
. i. The Attorney General was asked as to the status of the FBI's investigation
of the bombing of the Capitol. The Attorney General. replied to the effect that
_ Chief Kelley would be prepared to answer that question (response attached).
2. There was an extensive discussion of wiretapping. The Attorney General:
- responded in rather general terms to the effect that wiretaps are not as prevalent.-.-
as generally thought. He said major abuses of wirevapping are by agencies outside”
of the Department of Justice, such as Secret Servicc. When asked for statistics
the Attorney General answered that he had no specific information but off the top
of his head he thought-that last year there were about 800 state authorized wiretaps
and 200 Federally authorized wiretaps. The Attorney General is probably referring
to statistics reported yearly by the Administrative Office of the U. &. Courts on
Title [iI surveillances. We are not aware of what these figures are but as far as th
FBI is concerned, we operated Title If installations. under 98 court orders in the
calendar year 1973. On page 28 of the suggested statement by the Director we have
set out information pertaining to electronic surveillinces in organized crime cases
indicating that at the present time we have 9 telephcne surveillances based on
authority contained in 3 court orders. Details concerning electronic surveillances
in security matters are set out in Exhibit #50 for Bessible off -the xr corey e./
3. There was some general questioning about the Hearst kidnaping case, to
which the Attorney General responded again in general terms to the effect that te
FEI had 2 lot of information but was holding back out of consideration for the safety
of the victim. The Attorney General was asked whether the Bursau was in a positic
i to move in on the kidnapers right now if the circumstances were right and the
Attorney General responded that he was not right up to date on current development
but he wos sure that Mr.,Kelicy wouic be abie to brief them further on this. aA
