Perhaps advance decision should be made asto ~— which agency of local law enforcement or at Federal level should be charged with ultimate decision in this, PRO Disabling the aircraft short of it target might save the lives of innocent persons in the building and possibly those of the victim and subjects CON In a situation where we have no jurisdiction we should not interject our opinions; shooting down the aircraft might result.in a crash which would kill innocent people away from the target; the suicide attempt might be a bluff; any lives lost by the subjects’ effort would subsequently be seen as their responsibility -- any lives lost because of action taken by authorities, would subsequently be attributed to the authorities. RESPONSE Utilize other aircraft to force the subjects' craft into a neutral setting where forced landing can be brought about. os PRO Prevent any attempt at a suicide mission and might present situation where subjects could be successfully apprehended and victim rescued. ; CON Might provoke the subjects into taking hostile action against the victim; might endanger the lives of personnel in support equipment and/or result in potential damage or destruction of their equipment. _ 2, Subjects demand meeting at a specific place with victim and demand presence of a number of individuals such as Governors, | State Attorney General, Director of the FBI, Secretary of State, etc. - 13 -
