Washington, D. C., presuming the victim is still in California and considering the distance involved, the responses offered below would pertain to these buildings as well as those of comparable significance in the incident's setting. Initially, it would be necessary to ascertain and alert whoever had protective responsibility for the apparent target and also alert necessary medical, fire and police authorities to be available. RESPONSE Presuming the presence of a radio in the subjects’ aircrait, utilize radio (through air control, chase planes, etc, ) to maintain contact with thé subjects to make an ongoing assessment of their intentions and to warn them of terminating action planned by the authorities if a suicide _ crash into such a building is attempted. Dependent on circumstances as” presented, decision will have to be made as to alerting of the United States Air Force for participation. te PRO Warning subjects of response intended could discourage a suicide attempt and would be a "good faith" gesture to display an unwilling ness to employ force as long as other options remained open.
