With respect to additional manpower being brought in, I advised
_ Bates that in ‘the event he needed such manpower, he should so advise
the Bureau. He stated that they are running a survey at the present time
in San Francisco along these very lines, in view of the fact that "every-
‘thing else in the office is going to hell."" He recognized that there are 25
Agents present on a special in San Francisco. He pointed out, however,
‘if the . victim is released within the next few days, he frankly believed he
would not need any more manpower including the 25 now on the special.
He therefore suggested that he finish his survey of the condition of the
oifice at the present time and wait a few days to See if the victim is released
before a final recommendation is made in this regard.
I specifically asked Bates about his plans. Bates pointed out it
would be an impossibility to make any hard and fast rules and plans as to
what will be done if and when the victim is released since it would all be
contingent upon the circumstances at that particular time, (In a prior memo
it was pointed out San Francisco has plans to keep search warrants up to date
on a day-to-day basis on SLA pads, assignments have been made for inter-
views of possible subjects, crime~scene search teams Set up, etc.)
I mentioned to Bates the fact that these Suspects may become fugitives after
the victim is released and at the recent conference, Al Staffeld pointed out
that it takes about five to six days for a wanted flyer to be printed and it was -
Suggested that material needed for such matters should be gathered together
at the present time so that the Bureau is ready to move in a quicker period
of time rather than five to six days. Bates advised he would check into this
immediately. ; 7
In view of his decision to decline any assistance from a manpower
standpoint, Bates was instructed to discuss the matter with the Director
and he said he would do this immediately. |
