Re Los Angeles teletype to Bureau 3/31/61 and Los Angeies
telephone call to San Francisco same date. °
Los Angeles teiephonicaliy advised on 3/31/61 that the
night final edition of the "Herald axpress" newspaper contained
Gover.or BROWN's release attacking the city and county of Los Angeies
for poor law enforcement and refers to comments by PARR concerning
nis testimony in Sacramento on Monday, 3/27/61, in which he stated
he used some of the Director's neterial as an authoritative source
in defense of his arguments.
It appears that Chief of Police PARKER is referring to
testimony before the California Senate Judiciary Committee headed by
Senator =. J. REGAN which, on 3/27/G6i, held hearings concerning
proposed narcotics legislation. There was consicerablie testimony and!
debate concerning Senate Biil $2, which was legislation Gesigned to
overcome 1955 ruling in the CAHAN case wherein the court threw
out evidence because it was obteined by unreasonabie search .and
seizure. This proposed legisiation related only to narcotics offense
Since Chief PARKER's testimony was before a Senate committee and
did not consist of remarks on the House or Senate floors at Sacrament
itis not believed there would be any recorded record of his.remarks.
The "Sacramento Bee" for 3/28/61 contained an article entitled
"Narcotics Evidence Relaxing Bill Fails" and describes this'matter.
at some length. The Bureau will note that the Director's name does
not appear in connection with this article which is probably as
extensive an article as has appeared in any of the local papers.

taking no further action to specifically identify remarks by PARKER
