The Bureau instructed that the inquiry of Governor BROWN should be limited to a discreet number of interviews and necessary agency checks. No neighborhood investigation should be conductec. Persons interviewed should be specifically advised that the investigation of Governor BROWN is being conducted at the re=- quest of AC.
