This is the case involving a raid by officers of the Chicago
Police Department on Black Panther headquarters 12/4/69, during which
two Black Panthers were killed and others were wounded, The Civil *
Rights Division of the Department requested investigation based on ; Lhe
allegations the killing and shooting of members of the Black Panther
organization were unnecessary and unjustified.
SAC Johnson of the Chicago Office contacted police officials i .
regarding interviews with subject officers. SAC Johnson was advised by ~ |
State Attorney Edward Hanrahan (formerly U. S. Attorney) he would make
the police officers available for interview only if an official from his office
were present during the interview and copies of the results of the interview
were made available to him or the officers interviewed.
. SAC Johnson of Chicago contacted Attorney Warren Wolfson, r,)
who represented one of the Black Panthers. Wolfson stated as charges
had been made against his client he would insist on being present during
interview'and would insist on a copy of the results of the interview. He
advised charges were also pending against other members of the Black
Panthers and all the victims were either in jail or in custody at the county
hospital with the exception of one. He felt sure the attorneys representing
the other victims would insist on being present and expect to receive a copy
of the results of the interview. Wolfson stated he would consult with the
other attorneys and advise SAC Johnson. To date Johnson has not been

In connection with the Department's request for investigation of
the premises where the shooting occurred, it is noted these premises azle
under the complete control of the Black Panther Party. The attorney for
the Black Panther Party stated he saw no objection to making the premises
available for examination but desired to consult with other attorneys and
would advise the Chicago Office of their decision. He indicated he or his | F
