relatidn to the killing of two Panthers
and wounding of others during raid on Black
Panther Party (BPP) headquarters by Chicago
police officers on 12/4/69. Attorney for BPP
advised SAC, Chicago 12/17/69 that attorneys
for BPP and victims had decided Justice
Department could not help them and therefore
they would not cooperate with any FBI
investigation,
The Attorney General has instructéd
Assistant Attorney General Leonard, Civil
Rights Division (CRD), handle presentment
of this matter to Federal Grand Jury in
Chicago as soon as possible and no investi- ,
gation being conducted by Bureau. Deputy .
Assistant Attorney General James Turner,
CRD, who is assisting Mr. Leonard, was
furnished pertinent information in attached.
