support for Mr. J. ndgar Hoover.

the function of the police and secret agencies, I%

having such powers ought not to be kept under the
control of one man in successive cdministrations to
the point where the agency becomes more or Less beyond
executive and congressional control. This is, aS you
know, our present national policy with respect to
generals of the Arny.
