Uemaniee Oni Fores Relations Ge Senator Eugene McCarthy (D - Minn. ) on Thursday, 5/ 12/66, before the Senate Foreign Relations Committee, proposed a resolution establishing a Senate committee to oversee the activities of the Central | Intelligence Agency (CIA) and to additionally have jurisdiction over all of — : #8 what is known as the "intelligence community.” The resolution would replace the informal "watchdog group” (presently headed up by Senator ok Richard B. Russell, Chairman, Senate Armed ServiosCommittee) with .~ a nine-man standing committee, with three members each from ‘the Armed Servis, Appropriations and Foreign Relations committees. = The "test vote" on 5/12/66, at a meeting of the = Benate 3 Foreign ae Relations Committee was 11 in favor ‘of the resolution and’ Six against the resolution. - Senator Case (New Jersey) abstained from voting. _The vere. - = was ‘against.
