Senator Eugene McCarthy (D - Minn. ) on Thursday, 5/ 12/66,
before the Senate Foreign Relations Committee, proposed a resolution
establishing a Senate committee to oversee the activities of the Central |
Intelligence Agency (CIA) and to additionally have jurisdiction over all of — : #8
what is known as the "intelligence community.” The resolution would
replace the informal "watchdog group” (presently headed up by Senator ok
Richard B. Russell, Chairman, Senate Armed ServiosCommittee) with .~
a nine-man standing committee, with three members each from ‘the
Armed Servis, Appropriations and Foreign Relations committees.

Relations Committee was 11 in favor ‘of the resolution and’ Six against the
resolution. - Senator Case (New Jersey) abstained from voting. _The vere. - =
was ‘against. "tabling", consequently, giving the resolution a second |
opportunity to be voted upon at a future meeting of the Senate Foreign
Relations Committee ion Tuesday, 5/17/66. A second vote could not be
- | taken inasmuch as Senator Lausche walked out of the meeting on © Ptsseae
