Reference is made to telephone call from SA
ELGIN E. OLROGG 12/30/71, in which he said that permission
had been denied by Air Force to use Air Force volunteers in
a life parachute drop but that they had authorized assist-
ance in connection with the dummy drop.
Reference also made to Springfield teletype 12/30/71
in which they pointed out that the Military Air Life Command
at Scott Field had given a favorable reply to the request from
McChord Air Porce Base, but believed that the first test
should be conducted with a 200-lb. dummy.
I called OLROGG and told him that it did not appear
from the wording of Springfield teletype that McChord was
precluded from furnishing live volunteers. He said apparently
there was a question of interpretation but that the man he
talked to in McChord was pretty firm that they were not going
to furnish any live. * He said, however, that he would.
continue contact with McChord to get the final word.
I sent a teletype to Minneapolis and told them
to advise immediately that it would appear the b6
only clearance we had so far from the Air Force was to supply b7Cc
personnel to assist in a dummy drop and not a live parachute
jump.
