Nemo for the Director -i- 2/8/39 + justified the maintenance of the camp as a morale activity by pointing out that Langley Field was in a relatively isolated ’ location, and opportunities for amusement were rather linited in that locality. Dr. Lewis, in discussing the purposes of the camp with the investigating Azants, stated affirmatively that one of the purposes of the camp was to provide an inducesent for Congressmen, particularly aewbers ef the Appropriations Committee, to go to Langley Meld so that they might observe work which was being done by the Laboratory. These officials eivised the investigating Agents that the NACA waa anxious, of course, to secure the services of young college graduates in their research activities, and that, consequently, they must compete with employers offering more inviting surroundings than those of the MACA Rezearch Laboratorics, and that consequently the club house was conridered desirable and ewen necessary to place the NACh in a more advantageous position in dealing with its esployses. The clubhouse «sa etructure of about 60t in length by 25' in width, equipped with a large screen enclosed perch, which was used for sleeping quarters, and was otherwise equipred as a country camp. Assigned te the NaCa at Langley Meld was a 45! motorboet, the preperty of the United States Governaent, known as the *Retriever®, which was used for official business, and investi- gation showed that it had also been used by Congressional parties and other Governmental officials for transportation to and fron the clubhouse and for fishing parties. While the boat had in the past been uced by HACA employees for fishing parties, a charge of $4 was made to the emvloyees for such use, cut of which anount the bait and tackle'were purchased, end whatever amount remained wac put into the general clubhouse fund, Mo charge was maie to the Congressional guests and other Governnental officials for the use of the "Retriever® and clubhouse. The Congressional parties end other official guests did, however, pay for the food actually con- woned by them at the clubhouse, this payzent being made directly to the HaCa Exchenge.
