Reiser, Chief of the Maintenance Section. aS The NACA operated a clubhouse located at Back River, iy Virginia, on property leased by officials of the NACA from Frfie x Decker of Hampton, Virginia, the lease having been executed on duly 29, 1932, by George W. Lewis, John ¥. Victory, Henry J. E. Reid and FE. R. Chamberlin as lessees, The NACA had previously leased this same property from the same lessor. This clubbouse was the subject of the present investigation. ‘he evidence secured : 1 in the case disclosed that Governgent owned material and Government eoias.._ labor hed been used in improving, enlarging and maintaining this clubhouse. Donations of money and equipment were also made by NACA exployees, and employees had on occasions worked on their own time at the clubhouse in keeping it in repair. The NACA main- tained an entertainment fund to which the employees subscribed, and the money actually paid for the annua] rental of the grounds upon which the clubhouse was situated came from the entertainnent found. The purposes of the NACA camp as expressed in a menorandun dated July 28, 1923, to the NACA Committees on Personnel, Buildings and Equipment were, first, "to provide an inducement for governmental officials to visit the laboratories of the Committee and become faniliar with the work ef the Committee; second, to promote the morale of our own employees at Langley Field."
