jobs—and were the other workers being brought in to replace people
who had actually gone oli the job to picket?
Mr. Cuavez. No. The strikers, by and large, all of them, with the
exception of the very early part of the strike, there were s few more
people from the outside that would come and visit us daily, but then
and more so novw, all of them are people who worked there before the
strike and who have been striking and are the ones that had been in
the picket lines.
Senator Witu1ams. But not exclusively? You have nonagricul-
tural people who are from other walks of life!
Me, Cuavez. Sure, that’s true; yes. But we're speaking of
picket line. On the picket line most of them are people who
on strike.
tor Wriuiams. Not all of them!
Cuavez. I'd say within the last 2 or 3 months, almost all of
a
ator Wittiams. But at any rate, where do you picket, in a pub-
on on a public road ? , 7
Mr. Cuavez. Ona public road. That's the only place we can picket.
Senator Wuu11aus. This infringes on the doctrine of free speech.
Senator Murruy. Free speech, no question about it.
Senator Wiittams. I don’t understand by what authority vou

to go through the inquisition and questionnaire and all of that
there fingerprinting?
Mr, Cuzavez. Unless you are arrested. Or at one point we made up
our minds we had been harassed enough, and we refused to give them
any information and refused to let them take our pictures after we
had been subjected to this many, many times, and we told the inquiring
officer from the Kern County Sheriff’s Office that if he wanted more
information from us or wanted to take our picture, he would first have
to arrest us, and at that point we were able to gain some ground.
Senator Wiiiiams. Do you have counsel?
Mr. Cuavez. In those days wedidn’t, Wedo have now.
Senator Mureuy. Mr. Chairman, I might suggest that as long as
we're going to invite the Kern County Council in. we ought to invite
the Kern County Sheriff and tind out his explanation of this. I think
it should be made public.
Senator Wititams. Well, the district attorney—is this just Kern
County youre talking about now or Tulare County? a
Mr. CHavez. No. also part of—may I say this?
Senator Writs. Does what you say about Kern apply to Tulare?
Mr. Cuavez. In some cases let me give you an example. While we
were shouting “huelga” in Kern County, in some cases just. across the
street in Tulare County we could shout all we wanted, and it was all
right with them.
Senator Witurams. Well, I agree with you, Senator Murphy.
Mr. Cxavez. But in Kern—but in Tulare County, on the other hand,
if mere than three cars moved-———
Sefiator Writass. Both sheriffs; both district attorneyst Is that
what you're suggesting !
Senator Mcrrirr. I think it would be good for the record to know
what they were doing, why they were doing it, and if there was legal
harassment—if they were invading civil or personal rights.
Senator Wuuiaus. Where would the logical place be, Delana?
