In accordence with the request of the United States Attorney,
two of the offictals of the United States Bureau of Investigation,
ir, Hughes end Mr. Appel, interviewed the Commissioners of the
District of Coluab{a and the Secretary to the Board of Commlasioners,
soversl Inspectors and renking officers of the Police Departaent,
and called at the War Department wheres arrengenents were wade for a
copy of the order calling out the troopa to be delivered to the
Grand Jurys ce vo I .
The interviews with the Commissioners and the Secretary oo-
curred on August 2nd, the entire group being present. It consisted
of Br, Reichelderfer, President, Commissioners Crosby end Cotwale,
and Secretary Cerges.
Dr. Heichelderfer stated that on July 28th, about 12:30 Palle,
Lieutenant Ire % Keck of the Metropoliten Police Depertzent, sa~
signed as aide to General Crosby, reported to Commissioners
Relcheldeffer and Croeby that a most serious situation existed in
the area in which the Treasury Department wes endeavoring to
recover possession of ita property; that s short time before « riot
had ocourred in which the Police had deen ettecked with bricks,
clubs, iron bars, concrete end similer articles, ond thet several
thousand bonus marchers were on thelr way from other canps to
the scans, two truckloads having slready arrived. Lieutenant
Keek etated that in his opinion end the opinions of Inspactora
Brown and Edwards, Assistant Superintendents of the Police Department,
the situation was beyond the control of the Police and bloodshed
could be averted only by the prasenee of Faderal troops. Dre
Relohelderfer stated that the Commissioners advised Lieutenent -
Keck that before calling for military aid they cesired the opinion ve
of Major Glassford, the Chief of Police. Lieutenant Keak then
returned to the scene of action; advised Major Gluasford of the
Coumiesioner's request, and Dr. Reichelderfer states that he was
informed by Lieutenant Keck that Hajor Glessford aaid: "Since
Waters (the commander of the bonus marchers) has lost control of
his mon, the Police cannot control the situation any longer".
Lieutenant Xeck end Hajor Glessford returned to the office of the
Commissioners, arriving about 1 P.M. Major Glessford had with him
at thie time a Mr. Balker. Dr, Reichelderfer atated that this man
has accompented the Major and Superintendent of Police for mora then
& month 6nd hae acted in an advisory capacity to him, Major Glassford
