peyments for various Latin American representatives until final arrangements
CONFIBENTIAQ
Director I Wew York, ¥. Y.
Insofar as Venezuela, Cuba, Colombia and Mexico are concerned, Mr.
Doyle discussed the situation of these four oountries with Mr. IRALA.
Inasmuch as the Bureau had agreéd with Mr. ITRALA’s suggestion that a Basque
representative from Venesuela proceed to Mexico, Colombia and Chile, it was
felt by Mr. Doyle speedier results can be obtained, with no additional ex-
pense to the Bureau, by having the Basque representative from Veneguela stop
in Cuba and Colombia en route from Mew York to Caracas and in those two
countries perfect the arranging of closer liaison between the Bureau and
the Basques. It appears that the Veneruelan Basque representative has been
celled to Mew York City by President AGUIRRE for a conference and is due to
arrive in New York City on or about April 20, 1944. Irrespective of the
results of this conference which concerns Basque matters, he will be sent
back to confer with the Basque representatives in Cuba, Colombia and his om
assistants in Veneruela, outlining to them the new arrangements whereby the
Basques will deal exclusively with Bureau representatives in those three

goes to Mexico, working in conjunction with the Bureau's representatives, he
could in a very brief time of ten days to two weeks, set up an organization
for the Bureau's use. He suggested that the Bureau might give consideration
to assigning one Agent in Mexico to wrk with the Basques constantly and if
such a plan is feasible, Mr. IRALA will so instruct the Basques in Mexico
and will introduce the Agent so designated to them. The Bureau might con-
sider the assignment of an undercover Agent in Mexico City to such a project.
Mr. ITRALA believes that he could leave for Mexico on this mission or or about
April 30, 1944. Mr. Doyle will notify the Bureau as to the exact date uhen

are perfected between these us Basque representatives and the Bureau's
representatives in each country.
President AGUIRRE dnd Mr. IRALA understood completely that the
