Mr. IRALA turned over to Nr. Doyle translations of these letters
which are written in Spanish. Copies of the translation of the letter to
Dr. LASARTE and of the letter to the other Basque representatives, which is
identical in all three instances, were likewise obtained and are enclosed
herewith. fhe letters signed by President AGUIRRE are likewise enotoued.
From @ perusal of the contents, the Bureau will note that each Basque
representative is being instructed to deal exclusively with the besrer of the
letter who will be a Bureau Legal Attache or one of his assistants. This
is true in the instances of the letters addressed to the Basque representa-
tives in Chile, Peru and the Dominic ublic. ause of the peculiar

from verious Basque ors to the Office of the Legal Attache. This son-
cession was obtained from the Basques by Mr. Doyle on the promize that the
information would not be disseminated to various American in
the Bureau representatives in Argentina or in Washington.

It will be noted, of course, that President AGUIRRE ia instructing
Dr. LASARTE to set up an organization giving complete coverage of the economic,
political, social and religious circles in Argentina. It will be further
noted that Dr. LASARTE is being instructed to perfect an information service
of Basques for the use of Bureau representatives in Bolivia, Uruguay end
Paraguay. He is likewise being instructed to proceed to Santiago, Chile
to assist in the perfecting of the Basque information service in that country.
4 Kr. IRALA understands that the Bureau's representatives in Chile and the
Basques have collaborated in the past but he believes that with the assistance
: of Dr, LASARTE, a better and more efficient Basque organization can be realized
ot there. ‘
It is believed that the Bureau should give the Legal Attache's office
in Buenos Aires the complete background relative to the instructions to
Dr. LASARTE, not only effecting Argentina but also the neighboring countries
of Argentina. Consequently, when Dr. LASARTE or a representative of his is
about to visit one of these countries, the name of the Bureau's representative
in that country can be furnished the Basque representative. It is likewise
believed the Bureau should notify the Bureau's representatives in Bolivia,
Uruguey, Paraguay and Chile that\they might expect such a visit from Dr.
LASARTE or one of his assistante.
The effecting of better liaison between the Bureau's representatives
in Santo Domingo, Chile and Peru is hoped to be brought about by the delivery
of the ettached letters to the Basque representatives in these three countries.
