Narrative of Offense:
This investigation was initiated upon receipt
of a letter of November 6, 1980 from then U. S. Attorney
General, Benjamin R. Civiletti, directing the Federal Bureau
of Investigation (FBI) to initiate an immediate preliminary
investigation to determine if any of the victims in this
case were being held in violation of the Federal Kidnaping
Law, Title 18, United States Code (USC), Section 1201.
On November 17, 1980, the Atlanta Office of the FBI commenced
a Major Case investigation into the murdered/missing children.
starting in July, 1979 and continuing through
May 25, 1s8i, 26 black males and 2 black females, ranging
in age from 8 to 27 years old, have been found murdered
in Atlanta, Georgia. The majority of the victims have died
from asphyxia, caused by either ligature or manual strangu-
lation, or suffocation. Up until February, 1981, the victims
had been: found on deserted roads, off well travelled roads.
Starting in February, however, eight of the last nine victims
have been stripped of their clothing, except of their under-
shorts in some cases, and dumped in rivers. In an effort to

selected bridges considered prime locations for the dumping of
a body was conducted by members of the Atlanta Bureau of Police
Services (ABPS) and the FBI.
At 2:52 a,m., on Friday, May 22, 1981, William
Bertram Williams was stopped near the James Jackson Parkway
bridge, after an officer positioned under the bridge heard
a loud splash in the water and noted the lights of a car
stopped on the bridge above. Williams, at the time of the
stop and in subsequent interview later that day, made statements
about his presence on the bridge at that time. These state-
ments could not be corroborated,
