It was pointed out to as :::: the
Bureau makes this offer virtually without conditions and
in this regard, he was assured that such additional personnel
would be willing to work off-hours or during weekends
in order to alleviate any space problem created by their
presence. It was also stated that any additional equipment
required by these personnel would be furnished by the
FBI Laboratory and that either he or his designee would
be coordinating the work of these examiners. Lastly, he
was assured that any authorship of academic papers based
on this work would be to their credit and that any press
releases made as a result of this work would be joint
releases subject to approval by both agencies.

and appreciative; however, he stated that he did not
perceive his work backlog to be of sufficient size to
warrant the acceptance of additional personnel at this
time. Upon being asked if there was any other way that |
the Federal Bureau of Investigation could assist him in
this case, he stated that he would be interested in any
information that we could furnish regarding the further EVE
characterization of the physical surface features of :
textile fibers current by use of the scanning
electron microscope. was assured that
the appropriate inquiries wou e made promptly concerning
the possibility of this technique being used and that
a telephone call would be placed to him at the earliest
opportunity regarding this possibility. He also asked if
the FBI Laboratory was currently using any optical methods
based upon the use of the interference-type microscope
in the study of textile fibers. He was advised that the
FBI Laboratory routinely employs conventional light
microscopy, microspectrophotometry, refractive indices
determination and birefringence. It was also stated that
upon occasion, a dye examination by use of thin layer
chromatography and chemical identification of textile
fibers was confirmed by infrared spectrophotometry.
At this point in the conversation, Lees carr
was asked if the FBI Laboratory could be of any assistance
to him in contacting industrial sources regarding developing
further informat ing the fibers now in his
possession. iy =: that he thought that
such inquirie € premature until such time as
carpets or other suspect sources of these fibers became
available.
