The U.S. Cireuit Court | of Arpeals in Vashingtcn, D.C. recently ruted in the
Staughten Lynd passpcrt case that the State Denartrent cannot refuse to issue
his pessport to a U.S. citizen tho refuses to promise to abide by travel re-
strictions. The Court said the State Departrent dees not have authority to
restrict the travel of jinericans under existing lex. The Departrent of Justice
has announced that it vill take an appeal to the Supreze Court; so, until that

Early in December ‘AQAG nade application to the Treasury. Department for release
