The Washingten Times Nerald of April 19, 1949, carried an
article entitled "frris Parley Aimed at US, Say Probers". This article
stated in part that the House UneAmerican Activities Committee said
on the previous day that the Communists had engineered the Paris Peace
Conference to stir atomic and other scientists to disotey their govern~

The article stated further that the Committee accentuated
the "Civil Disobedience" angie at the New York meeting, saying:
"It is by noe means accidental that Richard Boyer's appeal
for ‘Civil Disobedience’ was directed tc an audience which included
