Memorandum ‘10-5-59 pointed out that our policy concerning unidentified flying objects is to conduct no investigation but immediately refer facts to the Air Force (Bureau Bulletin Number 57, 0-1-47); that SAC Letter Number 38, 3-25-49, reiterated this policy and set out data desired by Air Force to be obtained when complaint received; that SAC Letter Number 83, 8-29-52, oo pointed out our policy; that Air Force on 11-12-57 assured that Bureau would be advised of any developments in this field of interest to us; and that there appeared to be no necessity for further instructions to field or insertion in agents' Handbook or Manual of Instructions of our policy relating to flying saucers. During the past twelve months only one complaint regarding flying saucers has been referred to the Bureau. That immediately was turned over to Air Force, both in the field and at the Seat of Government. ACTION: Cy For your information.
