Emphasis on Resistance ‘ 33. In August WH/4 Branch prepared papers for use in briefing the President and the Joint Chiefs of Staff, respectively. By about 1 November it was expected to have 500 paramilitary trainees and 37 radio operators ready for action. It was stated that this Sroup would be available for use as infiltration teams or as an C invasion force. The briefing paper for the Joint Chiefs made the point that “obviously the successful implementation of any large- e scale paramilitary operations is dependent upon widespread guerrilla resistance throughout the area." 34. The Paper prepared for the President's briefing identified 11 groups or individuals with whom the Agency had some sort of contact and who claimed to have assets in Cuba. The paper for the Joint Chiefs spoke of the problems of obtaining support bases and trained man power and warned that an exile invasion force might have to be backed up by a contingency force, augmented by U.S. Army Special Forces personnel.
