When a captain reported, no one seemed to know what to do with him and, after he briefly visited Miami and Key West pases, he was assigned to the naval side of the strike planning at Headquarters. He is reported to have been not ‘entirely happy with his brief Agency tour. In any event he was another example of poor handling of people in this project, and he was not given a chance to solve the problems of maritime operations. kl.
