(U) Undercover Activities and Undercover Operations (U#FOUO) Undercover activities and UCOs involving HT must be reviewed and approved in accordance with the Inkercover Qxrations, Safegnwding, cnn Backwopping Policy Guide (LLQ4P() [links to a-SECRET//NOFORN//LES document]. Because CID is responsible for funding the covert aspects of HT UCOs, evaluating FO covert budgets, and monitoring HT UCOs for compliance with applicable AG guidelines and this PG, CID review is required. For this reason, FOs considering the initiation and first renewal of an HT Group II UCO are encouraged to consult with CACHTU early and often.. (U//FOuO) Per the Liatim Scrv/ces Pollcs (uide (lotoPG), interaction with and treatment by FBI employees, whether in an overt or covert capacity, must not result in secondary. victimization or exploitation of victims.. 4.8. (U) Other Crimes Against Children and Human Trafficking Matters 4.8.1. (U) Child Support Recovery Act Matters (CSRA). (U) Investigative jurisdiction is vested in the FBI, and the Department of Health and Human Services (DHHS) Office of Inspector General (OIG) has been deputized to investigate all CSRA. matters. (See the United States Atlorneys ' Mamal, 9-74.100.) All related CSRA complaints must be referred to the local office of DHHS or to the Regional Project Save Our Children Task Forces designed to address CSRA matters or to both. (See the Memorandum of Understanding. [MOU] between FBI and DHHS-OIG.) (U) Title IV-D of the Social Security Act and 42 U.S.C. $ 651, et seq., require states to establish. programs for the enforcement of child support. The agencies operating these programs are known as IV-D agencies. FOs should strongly encourage complainants to pursue available remedies and to seek any subsequent referrals for prosecution through the relevant IV-D agency. or other appropriate state or local agencies.. 4.8.2. (U) Foreign Police Cooperation - Crimes Against Children and Human Trafficking (U) CACHT investigative assistance provided to members of foreign LEAs must be coordinated with the Intemational Operations Division (lOD) and/or the Legat office representing that country. (See DlO3 subsection 12.3.2.4 for guidance on investigative assistance to foreign agencies.) (U) FOs should also coordinate with CEOU for contact and liaison information with foreign LEAs regarding CAC. CEOU manages the VCACITF (further discussed in subsection.4.16. of this PG), which can facilitate coordination with member agencies. (U//FOUO) FOs must work foreign police cooperation CACHT investigations under the 163T classification. 4.8.3. (U) Suspected Child Abuse Reporting. (U) Pursuant to the Attorney General Guidelines for Victim and Witness Assistace (AGG- VWA), all FBI personnel must report suspected child abuse, neglect, and/or sexual exploitation. to the state, local, or tribal LEA or child protective services agency that has jurisdiction to investigate such reports or to protect the child.
