and 201 thereunder, 28 C.F.R. 5.200 and 5.20l, respectively.
18. Defendant has refused upon demand to register with
the ATTORNEy GENERAL as an agent of a foreign principal as
required by Section 2(a) of the Registration Act, 22 U.s.c. 612(a).
19. By reason of the activities described in paragraphs
8 through 17, the defendant has violated Section 2(a) of the
Registration Act, 22 U.s.c. 612(a), and Rules 200 and 201
thereunder, 28 c.F.R. 5.200 and 5.20l, respectively.
20. The defendant will, unless restrained and enjoined
continued to engage in the acts and practices as set forth
in the cause of action of this complaint.
Wherefore Plaintiff, ATTORNEy GENERAL, respectfully
prays and requests:
1. A mandatory injunction requiring Defendant to
register forthwith pursuant to Section 2(a) of the Registration
Act,22 u.s.c. 6l2(a), and to otherwise comply in full with the
provisions of the Registration Act and the rules and regulations.

2. A permanent injunction restraining and enjoining
Defendant from violating Section 2(a) of the Registration
Act, 22 U.s.C. 6l2(a), and Rule 200 and 201 thereunder, 28
C.F.R. 5.200 and 5.20l, respectively, by engaging in activity
in the furtherance of the interests of the foreign principal
unless and until he files with the ATTORNEy GENERAL in
duplicate a registration statement under oath on a form
prescribed by the ATTORNEy GENERAL.
