News and World Report" entitled "jow Tuo Spies Cost U.S. a Har.* Tnis article indicates that key decisions had been made by top Allted policy makers and sent to General LacArthur as secret instructions. On September 26, 1950, General AiacArthur was directed to use his air forces only on tactical attachs. The next day on September 27,~1950, a decision was sent to General lacArthur that his forces-airplanes as well as troops - *would not cross the Soviet or Lanchurian borders under any circunstances." On November 6, 1950, Haclean became head of thc Anerican Desk in the British F'oreign Office. On Novenber 24, Jy50, the Chinase Comnunists attacked in Korea.
