SPECIAL INQUIRY - STATE DEPARTMENTS FE Public Law 402, 80th Congress (VOICE OF AMERICA) Bureau file 123-2408*-- b7C On July 28, 1950, Los Angeles, telephonically communicatad with this Office, stating that he had a matter which he regarded as urgant, which he desired to furnish to a Bureau representative personally.. b7C It may be noted that at the Medical School at the University of California at Los Angeles, was my personal and confidential letters to the Bureau dated March 2, and 6, 1950, in regards HERBERT BIBERMAN, INTERNAL SECURITY - C, Bureau file C 100-24499. For the identification and background of reference is respectively nade to page 5 and pages 3 and. of these referenced letters.. was personally contacted by an Agont of this Office on the date of his telephonic contact. He said that a matter concerning which he wished to furnish information might be characterized as not particularly specific and possibly a "witch hunt", but that there was enough doubt in his own mind about a top flight Government official to make him feel that the Bureau should be furnished the information for what it was worth. He said he had bean thinking about the matter for. about two weeks and had called the FBI reluctantly because he might be entirely in error in his suspicions, however, he said he had every confidence in the Bureau's policy of keeping its information confidential along with its ability to get at ths facts and, therefore, he felt that b7C if he were wrong, no one would be hurt.. Jidentified,ths,individual concerning whose loyalty some doubt had been created in his mind recently as Mr. LEO LOwENTHAL, who he said was presently in the 'position of. and,as such.is attached to the State Department in New York City.
