Elvinger, who is apparently the Luxembourg Minister of Justice, refers to Mr. Kennedy's plan to visit Europe during te last week of September,. 1961, and invites the Attorney General to visit the Grand Duchy of Luxembourg,. assuring him that he would be the guest of the Minister of Luxembourg..
