FBIHQ INSTRUCTION TO OPEN A NEW CIVIL RIGHTS
INVOLUNTARY SERVITUDE/SLAVERY CASE
Hellc
Attached is the material we spoke about regarding the new
civil rights case the Bureau is instructing us to open. I am
sending it to you to open inasmuch as the claimed illegal

You can use the attached Ec as Serial 1 to open the case.
You will note it should be opened as a 50 classification (no
alpha). I don't recall if you've ever seen a 50 case on your

the Civil Rights Information System.)
I have discussed this matter already with AusA.

Usao). You should also talk to, or have your assigned agent talk
tO,AUSA
lin Oakland. He is the Civil Rights AUsA
will probably also be advising AusA
about this case.).
Thirty and 90 day Civil Rights reports (FD-204/FD-263) will
be due on this case just as in Color of Law cases.
