I am sending it to you to open inasmuch as the claimed illegal activity occurred in the East Bay. You can use the attached Ec as Serial 1 to open the case. You will note it should be opened as a 50 classification (no alpha). I don't recall if you've ever seen a 50 case on your squad before; I doubt it though as I only know of three others. we've opened in the past three years (all on my squad). You can read the manual on how to investigate but it amounts to trying to prove the victim's allegations that she was subjected to. treatment and conditions which amount to "involuntary servitude" or "slavery in violation of 18 U.S.C. 1584 or related statutes. In this case initial investigation should include a lead tc Minneapolis to have the victim thoroughly interviewed and some work to verify the existence and use of the two places in. she identifies as places the Moonies held her and forced her tc work; that may lead to the identification of subjects and other victims/witnesses who will need to be interviewed down the road.
