HARLON B. CARTER. Regional Commissioner. Immigration
and Naturalization Service (ins), Terminal Island, California,
advised that on May 10, 1970, at approximately 12:05 or 12:10
a.m., while driving with LEONARD W. GILMAN, Deputy Regional
Commissioner, INs, in a Government owned 1969 Chevrolet.
automobile, their vehicle struck and killed a pedestrian
by the name of LUTHER cuRLY on the Riverside Freeway just
east of the Van Buren off ramp in Riverside, California.
CARrER explained that they had been on a business.

CARTER said in examining the body to determine if there was
any sign of life, he could find no pulse or any sign of breathing
and the victim had all the appearances of being dead.
CARTER s#ad they immediately attempted to obtain
flares from their vehicle; however, the Highway Patrol was
there on the scene within a matter of minutes and took.over,
summoning an ambulance and arranging for the deceased to be
taken to the nearest hospital.
CARtER said the weather was clear and the pavement
-was -dry..and from an examination of the accident .scene there were
no skid marks whatsoever. He said the reason for. this. was
