DERAL BUREAU OF INVESTIGA Date 8/10/7 HARLON B. CARTER. Regional Commissioner. Immigration and Naturalization Service (ins), Terminal Island, California, advised that on May 10, 1970, at approximately 12:05 or 12:10 a.m., while driving with LEONARD W. GILMAN, Deputy Regional Commissioner, INs, in a Government owned 1969 Chevrolet. automobile, their vehicle struck and killed a pedestrian by the name of LUTHER cuRLY on the Riverside Freeway just east of the Van Buren off ramp in Riverside, California. CARrER explained that they had been on a business. trip to-Tucson and El Paso and were returning to their office. on this occasion. He explained that he was driving the car at the time of the accident and without any particular warning. or advance indication an object darted out in front of the car while they were traveling at approximately 65 miles per hour. He explained they were on the inside lane and as the automobile struck the objeet he said he remembered exclaiming was not sure but it might have been a human being. CARTER. said that they immediately pulled over to the shoulder of the freeway and backed their vehicle for a short distance and the highway. approximately 19 years of age, and the position of his .body Yemeaae ae? oo nepgnoae aeg uo gemaatg aen o? aennnnnuedaad der CARTER said in examining the body to determine if there was any sign of life, he could find no pulse or any sign of breathing and the victim had all the appearances of being dead. CARTER s#ad they immediately attempted to obtain flares from their vehicle; however, the Highway Patrol was there on the scene within a matter of minutes and took.over, summoning an ambulance and arranging for the deceased to be taken to the nearest hospital. CARtER said the weather was clear and the pavement -was -dry..and from an examination of the accident .scene there were no skid marks whatsoever.
