I have talked to Irving
Terman, the Washington representativ.
of the American Civil Liberties Umion, from time to time. Ferman is quite
xercised over the possibility "of the~Senate Civil Service Committee investigating
the security program on a case basis and not maintaining the principle of the
inviolability of FBI files.
I have expressed our concern from time to time on this and Fermar.
now tells me that the American Civil Liberties Union is taking a very decided
stand with the Johnson Committee now before they get started on anything with
hope that the Johnson Committee will not force either the.Bureau or the Depart
into the position where it will have to defend its not opening up the files.
