He advised that he did not pay FiTzMAURice for the time he spent on this matter and that they never have dlscussed any such payment. Mr. VALENCIA said that he knew that FITZMAURICE was in the public relations field. He said that he believed that FiTzMAuRice had helpec him with this matter with the hope that if any public relations work came along it would be given to him. Mr. VALENCIA volunteered that he believed he knew how information about FlTziAuRIcE came to the attention of the Federal Bureau of Investigation. He said that a short while after FITZMAURICE returned from New York that Mr. BRADLEE of "Newsweek# came to his, VALENCIA's, office. He said that BRADLEE wanted to ascerta_n if FITzMAURICE was working for the Philippine Information Agency. He said that he told BRADLEE then that FiTZMAURIcE was definitely not working for him and had never been so employed. He sald that he had two telephone sane answer to both. He advised that FiTzlAURIcE never had any position with the Government of the Philippines, and was not and never had been Director of Public Relations. He advised that he had been told that Mr. de BORCHGRAVE had been seen in New York having lunch with a Mr. GEORgE PEABODY. He stated that he believed lr. PeABoDy furnished the information. to the Federal Bureau of Investigation and was responsible for Mr, BRADLEE's inquiry about FITZiAURICE as well as the two telephone inguiries. He stated that PEABoDy was with the Philippine Association, with offices in New York City. He said' that this association was financed by a group of private concerns in the Philippines to create good wili for the country in the United States. He said that PEABoDy was a public relations agent with offices in New York and represented the association.
