Washington, D.C. 20002 Dear Arnaud: I was disappointed when I read your December 6th editorial, "An FBl failure in Pakistan," which concerns the FBI's investigation of the crash of an aircraft in Pakistan, in which the Pakistani President, the U.s. Ambassador, a U.S. Army Brigadier General, and 28 others were killed. Because of the criticism in your editorial, I instituted an inquiry into the conduct of the Special Agents who went to Pakistan. I am pleased to inform you of my findings. Despite difficulties inherent in conducting an investigation in a foreign country ten months after the fact, our investigation, which is still pending, has been thorough and complete, given the circumstances. Experienced FBr investigators knowledgeable in extraterritorial criminal investigations were utilized in this investigation and, I assure you, were totally dedicated to this investigation. All evidence offered was readily accepted and physical evidence received was sent to the FBI Laboratory for examination. Our Agents interviewed all available witnesses and attempted for two weeks to identify additional witnesses. It was discouraging to see our efforts under such unusual and difficult circumstances characterized in your paper as a failure."
