Background: A cursory investigation into captioned matter determined that. an inmate confined to. b6 the California State Prison at corcoran, California, mailed a b7C threatening letter to the attention of the Supreme Court for the State of New York. The letter contained threats to kill New York State Governor Cuomo, and Massachusetts State Governor Weld.. For reasons not clear to the Boston Division, the New York State Police elected to forward the original of the letter to the Boston Division.. The letter was forwarded to the FBI Laboratory and Identification Divisions for processing. (See enclosed Airtel) Subsequent to the submission, supra, the United. States Attorney's Office in Boston was consulted for a. prosecutive opinion. Assistant United States Attorney (Ausa) b6 Chief, Major Crimes Division, was of the opinion that b7C fell within the District of California, where the letter. originated. It was also the opinion of AusA. that if was identified as the progenitor of the letter, the United States Attorney's Office in California should pursue prosecution of this matter.. The Document Section and the Latent Fingerprint Seciton were requested to forward the results of their. respective examinations to the Sacramento Division..
