(U) Appendix B: Confidence in Assessments and Judgments Based on a Body of information
(U) Confidence levels reflect the quality and quantity of the source information supporting
judgment. Consequently,the FBI aseribes high.medium, or low kevels of confidence to
assessments, as follows:
(U) High confidence generally indicates the IBt's judgments are based on high quality
intormation from multiple sources. High confidence in a judgment does not imply the
assessment is a fact or a certainty; such judgments might be wrong. While additioral reporting
and information sourees way change analytical judgments. such changes are mrosi likely to be
relinemenls and not sabstantial in nature
(U) Medium confidenee generafly means the information is eredibly sourced and plausible but
not of sufficient quality or corruborated sufficiently to warrant a higher level of confidenee.
Additional reportnng or information sources have the potential to increase: the FBi's contidence
levels or substantively change analytical judgments.
(U) Low confidence generally means the infomation's credibility or plausibitity is uncenain.
